වාණිජ දෙපාර්තමේන්තුව විසින් 2026 අඛණ්ඩතා සතිය 2026 ජූලි 27 දින නිල වශයෙන් ආරම්භ කරන ලද අතර, එහි සමාරම්භක උත්සවය වැඩබලන වාණිජ අධ්යක්ෂ ජනරාල් සෝමසේන මහදිවුල්වැව මහතා, අභ්යන්තර කටයුතු ඒකකයේ ප්රධානී ජගත් අබේවර්ණ මහතා, ජ්යෙෂ්ඨ නිලධාරීන් සහ දෙපාර්තමේන්තුවේ කාර්ය මණ්ඩලයගේ සහභාගීත්වයෙන් පැවැත්විණි.
උත්සවය අමතමින් වැඩබලන වාණිජ අධ්යක්ෂ ජනරාල් සෝමසේන මහදිවුල්වැව මහතා සඳහන් කළේ, අඛණ්ඩතාව යනු විශ්වාසනීය හා කාර්යක්ෂම රාජ්ය සේවයක මූලික පදනම බවයි. විනිවිදභාවය, වගවීම සහ යහපාලන මූලධර්ම තවදුරටත් ශක්තිමත් කරමින්, ඩිජිටල් පරිවර්තනය, නවෝත්පාදනය සහ පාර්ශ්වකරුවන් සමඟ ඵලදායී සම්බන්ධතාවය තුළින් සේවා සැපයීම අඛණ්ඩව වැඩිදියුණු කිරීමට දෙපාර්තමේන්තුව කැපවී සිටින බව ද ඔහු අවධාරණය කළේය. මෙම ප්රයත්නයන් රජයේ "පිරිසිදු ශ්රී ලංකාව" දැක්මට ද සෘජුවම දායක වන බව ඔහු වැඩිදුරටත් සඳහන් කළේය.
මෙහිදී අදහස් දැක්වූ අභ්යන්තර කටයුතු ඒකකයේ ප්රධානී ජගත් අබේවර්ණ මහතා, අඛණ්ඩතා සතියට සමගාමීව ක්රියාත්මක කරනු ලබන ප්රධාන වැඩසටහන් ලෙස අභ්යන්තර කටයුතු ඒකකය ස්ථාපිත කිරීම, නිලධාරීන් සඳහා අඛණ්ඩතා පිළිබඳ දැනුවත් කිරීමේ වැඩසටහන් සංවිධානය කිරීම සහ පාර්ශ්වකරුවන්ගේ යෝජනා මත ඉලෙක්ට්රොනික මූලාරම්භක සහතික (eCOO) පද්ධතිය තවදුරටත් වැඩිදියුණු කිරීම පෙන්වා දුන්නේය. මෙම වැඩසටහන් මගින් ආයතනික අඛණ්ඩතාව ශක්තිමත් කිරීමත්, දෙපාර්තමේන්තුවේ සේවාවන්ගේ ගුණාත්මකභාවය හා කාර්යක්ෂමතාව ඉහළ නැංවීමත් අපේක්ෂා කරන බව ඔහු සඳහන් කළේය.
සමාරම්භක උත්සවයේ විශේෂ අවස්ථාවක් වූයේ අභ්යන්තර කටයුතු ඒකකය (IAU) නිල වශයෙන් ස්ථාපිත කිරීම සහ ඒ සඳහා වෙන් කරන ලද නව කාර්යාලය විවෘත කිරීමයි. අඛණ්ඩතා සතියේ අරමුණු තවදුරටත් ප්රවර්ධනය කිරීම සඳහා "අඛණ්ඩතාවේ සංස්කෘතියක් – ශක්තිමත් ශ්රී ලංකාවක්" යන ජාතික තේමාව ඇතුළත් දැනුවත් කිරීමේ පෝස්ටර් දෙපාර්තමේන්තුව පුරා ප්රදර්ශනය කර ඇත.
මෙවර අඛණ්ඩතා සතියේ විශේෂ වැඩසටහනක් ලෙස, පාර්ශ්වකරුවන්ගේ අදහස් හා යෝජනා ලබා ගනිමින් ඉලෙක්ට්රොනික මූලාරම්භක සහතික (eCOO) පද්ධතිය තවදුරටත් වැඩිදියුණු කිරීමේ වැඩසටහන ක්රියාත්මක කර ඇත. ලියාපදිංචි eCOO පරිශීලකයන්ගෙන් පද්ධතියේ ගුණාත්මකභාවය, කාර්යක්ෂමතාව, විනිවිදභාවය සහ පරිශීලක හිතකාමීත්වය වැඩිදියුණු කිරීම සඳහා යෝජනා කැඳවනු ලැබූ අතර, අපනයන ප්රජාවගෙන් ඉතා ඉහළ ප්රතිචාරයක් ලැබී ඇත. එම යෝජනා අනුව සුදුසු වැඩිදියුණු කිරීම් මේ වන විටත් ක්රියාත්මක කරමින් පවතී.
අඛණ්ඩතා සතියට සමගාමීව, "රාජ්ය සේවයේ අඛණ්ඩතාව හා සදාචාරාත්මක හැසිරීම" යන මැයෙන් දැනුවත් කිරීමේ දේශනයක් දෙපාර්තමේන්තු මූලස්ථානයේ නිලධාරීන් සහ ශ්රී ලංකා විදේශ දූත මණ්ඩලවල සේවය කරන වාණිජ නිලධාරීන් සඳහා මිශ්ර (Hybrid) ආකාරයෙන් පැවැත්විණි. මෙම දේශනය කැලණිය විශ්වවිද්යාලයේ වාණිජ හා කළමනාකරණ අධ්යයන පීඨයේ මානව සම්පත් කළමනාකරණ අධ්යයනාංශයේ ජ්යෙෂ්ඨ කථිකාචාර්ය ආචාර්ය තරිඳු ධනංජය වීරසිංහ මහතා විසින් පවත්වන ලදී.
මෙම සියලු වැඩසටහන් හරහා වාණිජ දෙපාර්තමේන්තුව ආයතනික අඛණ්ඩතාව තවදුරටත් ශක්තිමත් කරමින්, රාජ්ය සේවා සැපයීම වැඩිදියුණු කිරීම සහ විනිවිදභාවය, වගවීම හා අඛණ්ඩ වැඩිදියුණු කිරීමේ සංස්කෘතියක් ප්රවර්ධනය කරමින් ශ්රී ලංකාවේ වෙළඳ හා අපනයන සංවර්ධනයට අඛණ්ඩව දායක වෙමින් සිටී.
Colombo, 3 September 2026 – As part of its efforts to strengthen direct engagement with the exporting community and improve the efficiency and transparency of services relating to the issuance of Certificates of Origin (CoOs), the Department of Commerce (DoC) has launched a new initiative through its Internal Affairs Unit (IAU).
Under this initiative, exporters are provided with an opportunity to raise queries, concerns and complaints relating to the issuance of Certificates of Origin (CoOs) through a virtual meeting held on the first Wednesday of each month.
The inaugural virtual session was held on 2 September 2026 from 2.30 p.m. to 4.00 p.m., with more than 100 participants actively participating in the session. The high level of participation demonstrates the strong interest of the exporting community in engaging directly with DoC and obtaining clarification on matters relating to the issuance of CoOs.
During the inaugural session, DoC also briefed participants on several digital enhancements planned for the Certificate of Origin issuance process.
These planned enhancements include the integration of the eCoO system with GovPay, enabling more convenient and efficient online payments. DoC is also working towards Application Programming Interface (API) connectivity with the Sri Lanka Customs ASYCUDA system, which will facilitate the electronic exchange and verification of relevant export information.
In addition, an API interface is planned to be made available for integration with exporters’ Enterprise Resource Planning (ERP) systems. This will enable relevant information to be transmitted directly between exporters’ systems and the DoC eCoO platform, reducing manual data entry and duplication of information.
These system integrations are expected to reduce processing time by approximately 60 percent, while also minimizing the possibility of human errors arising from repeated manual data entry.
DoC further announced that the remaining Certificate of Origin schemes, including GSP and GSTP, are expected to be brought into the electronic Certificate of Origin (eCoO) system after obtaining consent from the relevant countries. With the implementation of these enhancements, DoC will be better positioned to integrate its Certificate of Origin services with the proposed National Single Window system, further contributing to the digitalization and facilitation of Sri Lanka’s international trade processes.
DoC will continue to engage with the exporting community through the “Ask the DoC” initiative and welcomes the active participation of exporters in raising issues, providing feedback and contributing to the continuous improvement of its services.
