Duty Concessions

Duty Concessions granted by India for Sri Lankan Exports (Annex A)

01 Annex D(I) - India 's Negative List
          Items, which are listed here are not entitle for duty concessions from India for Sri Lankan exports. However, concessions are available for tea and garments despite they are being in the negative list. (Please see the minutes on Negotiation on Tea / Garments concessions )

02 Annex E - India 's Zero duty
          India granted duty free concessions to 1,415 tariff lines with effect from 31 st March 2000.
03 Residual List of India - (Zero duty from March 2003)
          On 18th March 2003 India granted duty free concessions to another 2,818 tariff lines and this makes India 's trade liberalization programme complete.
04 Annex A India 's Para 1(b) - Textile Items
          Items listed here are entitled for a fixed Margin of Preference of 25%.

05 Subsequent Notifications
          - Minutes on negotiations on tea concessions
     India has granted a fixed Margin of Preference of 50% for 15 Mn Kgs of Tea.

          - Minutes on negotiations on garments concessions
     India has granted a fixed Margin of Preference of 50% for 8 Mn pieces of Garments

Duty Concessions granted by Sri Lanka for Indian Exports (Annex B)

01 Annex DII - SL's Negative List
          Items, which are listed here are not entitle for duty concessions from Sri Lanka for Indian exports. However, a concession available for Cement despite it is being in the negative list. (Please see Import of Cement )

02 Annex FI - SL's Zero duty items w.e.f 2000.03.01
          Sri Lanka has granted duty free concessions to 342 tariff lines with effect from 31 st March 2000.
03 Annex FII- SL's Zero duty items w.e.f 2003.03.01
          In March 2003 Sri Lanka granted duty free concessions to another 880 tariff lines. Accordingly, items listed in Annex FI and Annex FII are now eligible for duty free exports to Sri Lanka from India.
04 Residual List of Sri Lanka
          Items listed here are entitle for duty concessions of 70% with effect from 01st March 2006 and it will be 100% duty concessions with effect from 31 st March 2008.

05. Import of Cement
          
Two items relating to cement (HS Code 2523.21 and 2523.29) will remain on Sri Lanka 's Negative list. The tariff on these items would nevertheless be reduced progressively in such a manner, so that at the end of eight years from the date of entry into force of the agreement, the items shall attract no duty and shall be phased out from the Negative List.
