The Library and WTO Reference Centre was established in Colombo by the World Trade Organization (WTO) and the International Trade Centre (ITC) in October 2005. It is hosted by the Department of Commerce (DoC) of the Ministry of Export Development and International Trade.
The WTO Reference Centre is a modern information centre equipped with four computers, Internet access, and a range of tools and publications. The Centre is open to every person seeking a better understanding of the Multilateral Trading System (MTS) and its implications.

It is part of a network of about 160 WTO Reference Centers established around the world In addition to the WTO Reference Centre, which is covering all aspects of WTO and of the MTS, interested specialists can also consult the National Enquiry Points which every WTO Member state needs to create and maintain for at least 4 of the WTO agreements (TBT, SPS, Services, Intellectual Property).

Access to all services offered by the WTO Reference Centre is free of any charge. External users are requested to identify themselves, either by filling an enquiry form at the front desk, or by providing their contact data on the phone / by email.
